Conference for 2021 World Ocean Week in Xiamen held in Beijing
The organizing committee of the 2021 World Ocean Week in Xiamen (WOW) held a work conference in Beijing on July 28. The overall plan including preparatory work for the event was discussed and determined.

2021 is the first year of the 14th Five-Year Plan period (2021-25), a fact highly significant to the implementation of national goals such as achieving a peak in carbon dioxide emissions before 2030 and carbon neutrality before 2060. A critical opportunity is thus offered for realizing sustainable ocean development.
The 2021 World Ocean Week in Xiamen is guided by the great visions shown in the proposal of building a "maritime community with a shared future". The event also actively responds to the Decade of Ocean Science for Sustainable Development (2021-2030) proclaimed by the United Nations. According to the overall plan, this year's event will implement new development concepts, insist on ecological priority and green development, meet the requirements of the national maritime strategy, and promote building of a new development pattern. The importance of the ocean in ensuring the health of the global ecosystem and helping the recovery of social economy in the post-epidemic era will be underlined. The ways of achieving high-quality and sustainable development of marine ecology and marine economy will be set as a key topic and should draw many professional insights. The event aims to build itself as an international platform for maritime cooperation and exchanges and to evolve into a maritime cultural festival involving broad public participation.
01 Closely watch international hot topics as a responsible country
The mission, vision and goals of the UN Ocean Decade are in line with the "maritime community with a shared future" and the "new development concepts" advocated by China. The World Ocean Week in Xiamen will echo the initiative, give full play to the rich experience accumulated by Xiamen in marine ecological civilization construction and integrated coastal zone management, and continuously promote the innovation of ocean governance. It will highlight the vital role of the ocean in achieving key national goals.
02 Co-build a window for foreign cooperation, achievement display
During the 2020 World Ocean Week in Xiamen, the Ministry of Natural Resources and Xiamen signed a cooperation agreement to jointly build the Xiamen Marine International Cooperation Center. With more and more maritime institutions incorporated into the project, the center has moved closer to its goal of becoming a maritime foreign cooperation and exchange window with important international influence. This year's event plans higher-level activities of more types with the strong support of various departments and bureaus of the Ministry of Natural Resources. Some of the maritime activities backed by the Ministry of Agriculture and Rural Affairs, the Ministry of Commerce, and the Ministry of Education are included in WOW. The foreign cooperation results made by these units will be presented to inspire greater success.
03 Enrich activities to showcase humanistic characteristics
This year's event features a wider range of activities with different forms. They will spotlight the interactive relationship between humans and the ocean and the emotions arising from their harmonious coexistence. For marine cultural activities, there will be insightful opinions from experts and scholars, display of humanities and arts, and local cultural features. Marine carnivals and online marine culture lectures are also scheduled. They can expect extensive participation which is helpful to establish marine awareness among the public and facilitate marine cultural exchanges.
Xu Zhuming, deputy director of the general office of the Xiamen Municipal People's Government, put forward three requirements for the work of the 2021 World Ocean Week in Xiamen, and introduced them by saying:
Expand international influence
Strive to build Xiamen into a competitive international ocean center city with its own characteristics, and push forward cooperation in market, technology, information, and culture sectors that relate to or rely on the ocean. Deeply integrate the effort into the construction of the Belt and Road Initiative.
Highlight innovation, enhance appeal
First, continue to enrich WOW by expanding event size and improving quality and depth of activities. Create more brands.
Second, continue to innovate the form of activities. Use advanced technologies and new methods to organize the event with a global perspective and international thinking.
Third, continue to increase publicity. Take advantage of WOW, especially the ocean carnival, to spread and consolidate ocean awareness.
Plan as a whole, organize with higher security levels
He added that WOW's organizers should strengthen coordination and linkage to ensure full epidemic prevention and control, safety guarantee, and organization.

Zhang Zhanhai, chief engineer of the Ministry of Natural Resources, put forward four requirements for the work of the 2021 World Ocean Week in Xiamen:
First, strive to build the World Ocean Week in Xiamen into an important platform for building a "maritime community with a shared future"; implement the major decisions and deployments of the CPC Central Committee, such as actively developing blue partnerships, participating with a bigger role in the formulation and implementation of international ocean governance mechanisms and related rules, promoting the establishment of a fair and reasonable international ocean order, and deepening cooperation in marine environmental monitoring, protection, and scientific research; carry out ocean projects signed under the Belt and Road Initiative, improve international communication capabilities, and comprehensively and faithfully showcase China's achievements in high-quality marine development and ecological civilization construction.
Second, focus on the requirements of green and high-quality development. Activities should be planned around such themes as China's carbon peak and neutrality goals, ecology and biodiversity protection, emerging marine industry development, and response to climate change. They should highlight the international spirit, openness and inclusiveness as the hallmark of the event. There should be a number of various activities that are attended by well-known domestic and international experts and scholars and that produce a series of new brands and innovations. Endeavors should be made to turn the event into a platform for joint actions, project implementation and industrial development, in order to further promote Chinese solutions and standards to go global. In the meantime, equal efforts should be made to maintain current partnerships and scout potential partners with mutual trust.
Third, strengthen coordination and guidance. Relevant departments and bureaus should provide accurate guidance that emphasizes Chinese concepts and take the opportunity of the event to further publicize and promote Chinese ocean-related products, initiatives, standards, systems, and plans. There should be mutual exchanges of ideas and practices with international organizations with the aim to achieve two-way cooperation benefits.
Fourth, guarantee safety. All the reports and speech materials, especially those prepared by foreign scholars and experts for online meetings must go through a review process. The prevention and control of the coronavirus should be implemented strictly and ensure activities are carried out in a safe and orderly environment.
