Announcement on marine leisure activity areas in Xiamen
The municipal government of Xiamen city – in China's Southeast Fujian province -- delimits areas for marine leisure activities, based on the actual situation of coastal areas and development needs. The decision was made in accordance with the Regulations of the Xiamen Municipality on Maritime Traffic Safety, as an effort to regulate marine leisure activities. The relevant measures are hereby announced.
The scope of the first batch of maritime leisure activity areas is as follows:
The Tong'an Bay Marine Leisure Area is located in the waters of Tong'an Bay, including south of Zhongzhou Bridge, east of Xiamen Bridge, north of Wutong Wharf and Wuyuan Bay, with a total area of 65.77 square kilometers.
The East Sea Marine Leisure Area is located on the east side of Xiamen Island, including the shore from the south of Wutong Wharf to the Yanwu Bridge viewing platform, west of No. 6 Anchorage, west of No. 216 Liu Wudian and 400 meters west of No. 210 Liu Wudian. It covers a total area of 29.95 sq km.
The marine leisure activity areas are open for various types of leisure craft, which can be engaged in maritime tourism, sightseeing, entertainment, sports and other leisure activities within a suitable range according to their own requirements. Their navigation and berthing shall comply with management regulations.
If it is necessary to carry out maritime leisure activities across administrative regions, they shall be implemented in accordance with the current management regulations.
Activities in the Chinese White Dolphin Reserve shall also comply with the Regulations of Xiamen Municipality on the Protection of the Chinese White Dolphin.
Yachts may sail across areas when they are engaged in marine leisure activities, but may not stay or moor in non-leisure activity areas.
In principle, other units and ships engaged in marine leisure activities may choose a certain activity area to carry out marine leisure activities around their berths as the center. When it is necessary to cross two or more activity areas, they shall follow relevant regulations.
In order to ensure the safety of maritime traffic, all recreational ships entering the West Sea from other seas -- or entering other seas from the West Sea -- shall comply with relevant regulations on maritime traffic flow controls and obey the instructions of maritime traffic safety departments.
Relevant departments of all districts shall effectively strengthen the management of maritime leisure activities -- in accordance with the relevant provisions, such as the Regulations of the Xiamen Municipality on Maritime Traffic Safety and the Opinions of the Xiamen Municipal People's Government on Strengthening the Management of Sea-related Tourism.
District governments should establish corresponding safety production management systems. Maritime departments -- covering maritime affairs, emergencies, ports, public security, sports and cultural and tourism -- should implement comprehensive supervision according to their respective duties and adopt the mechanism for unified coordination, division of labor and comprehensive management to ensure safety.
